SFA panel rules in favour of Rangers over controversial incident vs Livingston

Posted on February 28, 2026February 28, 2026 by Mrsport

The KMI (Key Match Incident) panel has unanimously ruled in favour of Rangers regarding a key flashpoint involving themselves and Livingston last Sunday.

The incident happened in the match against Livingston on Sunday, when Rangers’ player Mikey Moore was fouled on the edge of the box by Cammy Kerr.

This led to a lengthy VAR (Video Assistant Referee) review to confirm where Kerr’s tackle on loan player from Tottenham, Moore, made contact.

Ryan Lee, the referee, was then called to check the monitor, but the tackle was deemed to have happened outside the penalty area, resulting in no further actionAs a result, the Scottish centre-back, Kerr, was not asked to leave the pitch, despite claims of ‘DOGSO’ (denial of a goal-scoring opportunity).

Even though the players from Rangers lodged complaints, the decision stood.

However, the KMI panel has now ruled that this judgment was incorrect, with all three panel members disagreeing with Lee and the VAR conclusion. There was consensus that the foul should have been called for denying Rangers a goal-scoring chance, which by rule requires a red card. The panel said: “The panel unanimously agreed that the on-field decision was incorrect.

“The panel highlighted VAR should have intervened to recommend an OFR, and a red card should have been awarded for DOGSO.”

Rangers’ manager, Danny Rohl, also voiced his opinion on the incident between Kerr and Moore in the post-match press conference.

He said: “For me, it’s a clear foul.

“I think it’s on the line. And then it’s two decisions.

“If it’s outside, it’s a red card, and a free kick, or it’s inside, then it’s a pen and a yellow card. You see it. I think there’s no ball. It’s completely the contact that goes to the man.

“I think those are crucial moments at the moment in this race as well.”
